I use Acrylic paints as they dry fast.
I get my paints from Games Workshop! :P

I normally get my ponies off ebay, I try to use old ones that nobody wants any more, like ones that have cut hair and ink drawn over them :) If I need a pose for a commission then I would go and buy it in the shops.
